Viggo is a demon who works for Crowley. He was put in charge to torture the angel, Samandiriel.

8.10 Torn and Frayed

Viggo is assigned by Crowley to torture the angel, Samandiriel, for anything useful he can get from him. After discovering that Samandiriel has pushed the spike out of his head that is keeping him from communicating with other angels and has sent out a distress call, Viggo puts the spike back in and sets up headgear with multiple spikes to torture him.

While torturing Samandiriel in this way, Samandiriel suddenly starts speaking in Enochian. Not understanding it, Viggo summons Crowley. Viggo watches as Crowley tortures Samandiriel himself for anything useful, but gets nervous when he hears the sounds of Sam and Dean attacking the base to rescue Samandiriel. Crowley, however, basically tells him to not worry. As Sam and Dean try to break down the door to the room, Viggo is shocked to hear that what Samandiriel has just revealed is the existence of an angel Word of God tablet.

Sam and Dean break into the room as Crowley flees and Viggo grabs a knife and fights Dean. Viggo proves stronger than Dean, but Dean ultimately manages to overpower him. After everyone else is killed and Samandiriel is rescued and taken away by Castiel, Dean turns his attention back to Viggo. Viggo pleads for his life, telling Dean that he knows things Dean needs to know. Dean pretends to agree with him, then stabs Viggo with Ruby's Knife, killing him.
