The Empty is first referenced by the reaper Billie, when she is delivering a message to Sam regarding his and Dean's place after the death of Death. What the Empty is is currently unknown, however one can surmise that it is an area that exists outside of creation, as Billie mentions that nothing is able to come back from it.
It is possible that the Empty is the place where vengeful spirits go when they are destroyed or chose peace.
