Enochian for "Obey"
In the episode, the burnt man doesn't tell them "Vah-teh-kah-rah". He tells them "Sol-voch-tay", which Cas then translates as "Obey".
If I had to guess, I'm betting "Vah-teh-kah-rah" is more something along the line of "I command yea to burn."
