History
Penny was a young girl who was amongst a number of virgins abducted by a group of dragons in 6.12 Like A Virgin, for the sole reason that Penny was still a virgin and thus a suitable candidate for carrying out their plan to raise the "Mother of All" from the depths of Purgatory.
Season 6
6.12 Like A Virgin
After a confrontation with Sam and Dean that leaves one dragon dead and another escaped, Sam and Dean rescue the group of virgins the dragons had captured and discover an ancient Latin manuscript made from human skin, which Bobby deduces is actually a manual for accessing Purgatory and raising the "Mother of All" from its depths.
The escaped dragon meets up with another who has rounded up a half dozen or so other virgins, amongst them a girl named Penny. The dragons select the unfortunate girl as their chosen candidate to serve as the vessel of Mother, a goddess implied to have been the originator of all supernatural beings, most prominently the Alphas. Using the knowledge gained from the ancient manuscript, the dragons succeed in opening a doorway to Purgatory, upon which they cast Penny into it. Out of the portal, Penny's figure rises again as the vessel of Mother, allowing her to walk the Earth.
