Angels operate in garrisons, which are units or divisions in the Host of Heaven. Angels collectively contribute to the affairs and take part in activities assigned to their garrison. Every angelic group has its own leaders and supervisors that are separate from archangels. Zachariah was a direct superior of Castiel, but the garrison to which he belonged was never established.
Whether or not the garrison units remain in place following the derailment of the Apocalypse is unknown. Castiel reveals that Heaven split into smaller factions following the loss of Michael, and there has been significant disorder. Some angels serve as soldiers of Raphael, others try to defend Heaven from them, and still others have left the fight altogether. When Castiel declares himself their new "God," he kills a vast number of angels who served Raphael, and commands the others to learn from this lesson.
Who commands Heaven after Castiel's dethronement is uncertain, but remnants of the garrison system remain.

Unit Description: This particular division was formerly managed by Anna. Anna lost her position and ranking in this garrison when she chose to relinquish her grace and fall to Earth, where she was reborn human. Eventually she regained her grace, but she was not allowed back in the Host, although through "favors" she had her human body resurrected so she could possess it. She later claimed that Heaven let her out so that she could kill Sam Winchester. Castiel was at one time Uriel's supervisor, but he was later demoted due to his growing attachment to Dean Winchester. According to Castiel, Balthazar fought alongside him during the last angelic war. He was believed to have died, but in fact faked his death and took a number of powerful artifacts from Heaven before going to live on Earth.
Castiel's empathy towards Dean was questioned by his superiors. His superiors temporarily give the angel Uriel command over Castiel. Uriel is revealed to be a fallen angel who is murdering members of the garrison who don't agree to join him in freeing Lucifer. He is killed when Anna returns and uses his own angel blade against him.
Zachariah reveals himself as Castiel's superior, and suggests that he is also responsible for what happens with Dean and Sam.
Castiel engages in an angel on angel battle with some of his superiors. After this angelic battle, Cas was taken up to Heaven for reducation, leaving his vessel, Jimmy Novak, unconscious where he was found by Sam and Dean. When he returns, he appears obedient to Heaven's orders. Apparently Cas wanted to warn the Winchesters about Zachariah's plan to allow the Apocalypse to continue, which ultimately resulted in the freeing of Lucifer.

Anna manages to escape from Heaven, and goes back in time in an attempt to prevent Sam's birth. Once there, she gives orders to a younger Uriel on the pretense of being his superior in the future as well as the past. She is eventually destroyed by Michael.
The angels Inias and Hester come to Earth to find the prophet Kevin Tran, and discover that Castiel is still alive, though insane. Hester is furious when the Winchesters banish them, delaying their mission. She takes her anger out on Castiel at their next encounter, beating him, and reproaching him for all the killing and chaos. As she is preparing to stab him, she is herself killed by Meg. Inias takes command of the lesser angels assigned to the prophet, and asks Castiel to join them. Cas replies that he is no longer part of the garrison. Later, two angels escort Kevin to his home and are killed by the leviathan Edgar with ease.
Ion talks to Castiel about how the angels have been mind-controlled and memory-wiped for a long time. He says that the angels in the garrisons were lucky, at least they didn't know they were being repeatedly reprogrammed and lied to, whereas he worked in Intelligence with Naomi, and so was allowed to remember certain things that he has seen and done.
